Perhaps ziyulu should be educated in the proper selection of articles for this forum. Perhaps GasBuddy should exercise closer "gate keeper" responsibility in the posting of articles. (Just an opinion.)

If you don't build new and better refinerys you never have any backup. The oil companies don't worry about no backups because they have this down time built into thier prices and they know that they can sell fuel at any price they want.

It's the time of year for rolling maintenance shutdowns of refineries, and the start of higher prices at the pump here, there, and everywhere...
